I see two possible scenarios in your situation. First, she might be really too busy to meet and spend some time with you. Second, she might be good on this kind of things and just using different alibis for her not to meet you. If that girl really likes you then I don’t see any reason for her to get busy, she will surely spend even a little moment just to see you.
