If she was in love with you there would be no confusion. she would have immediately let you know that she felt the same way. It sounds like she love you but not like that, more like a friend. When a woman loves a man nothing is going to get in the way, especially not “you took too long” If she loved you as more than a friend her reply would have been “finally, i have been waiting for this!” She probably doesn’t want to hurt you and just doesn’t know how to tell you how she really feels without damaging the relationship.
